That's what I was thinking! The location is just too close to be a coincidence but I couldn't find anything else documenting it...
It is new. It showed up sometime around summer 2009. Foxxfur from Passport told me about it and showed me in September 2009.
There is a good amount of streetside clutter in Frontierland, including this cart with various barrels, propped up by a crate of Davis Tobacco and some Oil barrels.
